Brandon, if you are doing the offline work on mobile devices, you mark the files or folders as Favorites to copy them to your device for offline access, and to keep them updated. On our support site choose the mobile device you are using, and there will be a topic regarding Favorites with details how to do this on each Syncplicity app.
On Mac or Windows systems the folders you select for syncing with Syncplicity are kept locally unless you choose to exclude them.
