You can assign admin rights to users (and remove them) in the user profile page. Instructions for doing this are in this article under the heading "Update User Profile"

How do I change account admins?
I would like to change the Admin on our account from myself (eric.shelly@jdlconsultants.net) to another user (david.lynn@jdlconsultants.net). What is the process for making this change?
